Obama is wavering.
I do not imply that Barack is backing away from self-anointed splendor or as pretender to a non-existent throne. Nor is he shedding his socialist snake skin. Instead he has adopted the mode of Saudi sheiks, holding audiences in which he bestows beneficence and dispense special dispensations.
Obama has created the presidential power of waiver favors.
In less than two days Obama has pledged to allow select states to renege on their public education obligations, and is now contemplating reneging on his own autocratic health insurance diktat. Some states that left behind their obligations under the No Child Left Behind initiative will receive waivers that eliminate the penalties for not erecting education reform in the last decade. After belatedly realizing the constitutional inequity of requiring religious institutions to violate their religious principles, Obama may waive the requirement on a case-by-case basis.
That each action has election year reactions surprises nobody.

States where Obama dispenses indulgences to the educational impediment of children have mathematical relevance in this year’s election. As things currently stand, a mere 36 Electoral College votes separate Barack from whatever Christian the Republicans shove into the arena. In these toss-up and “leaning-toward” states, four have nearly 60 electoral votes between them and are also receiving Obama’s blessing to under-educate your kids. By continuing the stream of your tax money to these failing states, Obama buys votes and election year commitment from the recipients, namely underachieving school officials and teachers.
Barack’s waivers to churches are an anti-constitutional circle jerk (which according to some faiths is also a sin). A lingering bad taste of Obamcare is that thousands of implementation decisions were left to lower-level bureaucrats, and many of those are just now being announced (in other words, nobody knew what Obamacare was even when they voted for it). One such edict was that anyone providing health insurance for employees would be required to cover contraception, which for many church-operated aid agencies runs afoul of the religions that run them. This is roughly equivalent to commanding Islamic wellness centers to serve balanced diets that included bacon.
You guessed it. With a waive, Barack may extricate himself from an unseemly and unconstitutional quagmire, and rescue strategic voting blocks.
These developments echo multiple millennia where monarchs manipulated their various tribes in order to keep power (mainly by keeping their heads attached to their shoulders). Obama is creating the Potentate Presidency, whereby he creates onerous laws, then selectively rescinds them in order to rent loyalty. Much like Solydra, Obama picks winners out of pools of losers, elevating the incompetent and gaining their gratitude. Using the same tool, Barack mollifies powerful opponents to file their fangs. In both cases, his royal power to make some more equal than others amplifies the divisions he himself created.
George Washington, the insightful fellow he was, warned of such shenanigans saying “Arbitrary power is most easily established on the ruins of liberty abused to licentiousness.” Barry Obama’s arbitrary allowances were also predicted by Washington, in a warning we collectively ignored in 2008. “Guard against the impostures of pretended patriotism.”
