The savings in law enforcement and incarceration costs could be many billions more' That seems a mere pittance..but at least if the population were stoned they might easier be able to accept that the economy is crumbling. And feel happier if they have to resort to dumpster diving...it might even inspire a few potential born again freedom fighters/revolutionaries.
