		<description>I am one of those who ESCAPED CA (even though I was born and raised in the state) and went to Missouri 13 years ago, because it was clearly on a downhill slide.

And NOW... the State of CA wants, or expects, me to pay for their negligence and incompetence?!?!?!

That seems a mere pittance..but at least if the population were stoned they might easier be able to accept that the economy is crumbling. And feel happier if they have to resort to dumpster diving...it might even inspire a few potential born again freedom fighters/revolutionaries.</description>
